Wordpress has an upgrade. You can upgrade your Wordpress installation automatically or you will have to download the latest version here. There are no major changes except some minor bug fixes.
Its very important that you keep your Wordpress installation updated as it could include bug fixes and very importantly security fixes, but this update does not have any major issues fixed and I feel version 2.8 is working great.
The automatic Wordpress upgrade is a very simple process, so I feel you need not have to worry much of upgrade process provided you have not done any modifications on the core files. Its always advised to use plugins or write custom plugins rather than modifying core file.
