No, not yet, but it may be an option. Twitter is driven by users with the latest information and links to different sources. The information on twitter are posted by different twitter users linking to the original source or content. Google has been successful with their algorithm to serve its users with reliable results and years of research and improvement. Its not yet time to say that Twitter is a better search engine than Google.
The search results from Twitter provides a good number of results, by the ordering of the results or what we call SERPs in the case of search engines cannot be relied up. Twitter users can manipulate the results if they want to and if more and more people start using Twitter as search engine. More people will use twitter along with Google as we can see some more options in twitter results which may not be listed in Google.
Its not time to say that Twitter is a better search engine than Google, but could be in future. There are rumors that Google is negotiating with Twitter to acquire the 160 characters tools, but I don’t think Google will by Twitter.
